JAKOVIC AMENDMENTS
--Complete physical autopsies of all noncombat active duty military deaths within civilian or military jurisdiction, accompanied by photographs, retention of tissue samples and descriptive narratives.
--Written consent from surviving next of kin for the retention of disposal of organs, bones and tissue removed at autopsy.
--Video and audio recording of all interviews conducted in probing noncombat deaths initially investigated as homicides or self-inflicted and Retention of these recordings in the Crime Records Center for at least 30 years.
--Fingerprinting of key physical evidence including firearms, bullets and shell casings and retention of such physical evidence for at least 30 years.
--Photographs of crime scenes prior to removal of body.
--Full disclosure and release of any and all photographs and reports and information to the next of kin, regardless of jurisdiction. All Freedom of Information restrictions lifted for surviving family members so that full information upon final determination in all cases of self-inflicted deaths.
--The statute of limitations for civil recourse in a death not to commence until final Department of Defense reports are received by the next of kin.
--The Pentagon return to publishing all active duty casualty reports to include location, base or ship or civilian jurisdiction for each branch of the service for each listing of self-inflicted death.
--Establishment of a Civilian Review Board to hear cases in which there is conflicted evidence as to self-inflicted, with the authority to: (a) authorize a change in the records as is indicated, whether it be to Homicide, Undetermined, or Self-Inflicted by accident or intent; (b) correct crime records when the Review Board rules on errors of fact; (c) refer for reinvestigation by another authority (to be determined by Board).
--Specific verification requirements for psychological autopsy.
Criminal penalties for the misappropriation of personal belongings of deceased active duty personnel and an identifiable chain of custody system for the property of deceased active duty personnel.
